Overview
Understanding Naga Affairs – Where Are We? will be the focus of the third edition of the ICNA Dialogue. The dialogue’s goal is to discuss and review the status of progress/non-progress in Naga Affairs, as well as to compare policies and approaches across multiple environments in order to drive better Naga Affairs policy formulation.

Speakers
Rupa Chinai: She is an independent journalist based in Mumbai. She is the author of ‘Understanding India’s Northeast — A Reporter’s Journal’, which is based on over three decades of investigative reporting in the Northeast region, looking at issues of environment, health, political history, development and cultural issues of myriad communities. Starting her career as a reporter with Himmat Magazine, she has worked in the newsrooms of The Indian Express, The Sunday Observer and The Times of India, writing on issues of public health and development.

Luingam Luithui: He is a founding member of the Naga Peoples Movement for Human Rights (NPMHR in 1978), as well as the Asia Indigenous Peoples Pact (AIPP in 1992), and had served as the AIPP’s first Secretary-General for two terms. For over ten years, Luithui participated in the drafting of the UN standard-setting on indigenous peoples rights (UN Declaration on the Rights of Indigenous Peoples). He co-edited the book Nagaland File: A Question of Human Rights with Nandita Haksar (Lancer International, 1984). When India impounded his passport while he was in Thailand in 1995, he and his wife Peingamla were rendered stateless. Subsequently, they were granted “Landed Immigrant” status by the government of Canada in 1996, and they have since obtained Canadian citizenship.

Dialogue Format
The ICNA Dialogue includes a traditional mix of addresses, presentations, panel discussions, and focused and structured audience interactions to extract the most information from the dialogue presentation/panels.
